John Montgomery specializes in legal and business counseling, government relations, and legislative services to industry, local governments, universities, and labor organizations. His practice focuses on federal acquisition policy, national defense and homeland security programs, research and development, the DOD build-up on Guam, and ship repair. He advises clients on all aspects of doing business with the Federal Government, including: requirements, teaming arrangements, small business programs, Buy American Act and Berry Amendment, compliance programs, procurement integrity, suspension and debarment; and investigations. He is Co-Chair of the Firm's Government Affairs Practice Group. Mr. Montgomery also assists companies with facility (security) clearances under the National Industrial Security Program, with particular focus on companies having foreign ownership, control, or influence (FOCI) issues. He has extensive experience with FOCI mitigation, business structure, implementation plans, outside directors, government security committees, technology/export control, etc. Before becoming a member of Butzel Long Tighe Patton, Mr. Montgomery served 25 years as a Navy Judge Advocate, the last nine of which were in the Pentagon, where he held senior legal, legislative, and acquisition positions. He served as senior advisor to Defense Secretary William Cohen, and was the Special Assistant for Strategy to the Under Secretary of Defense for Acquisition, Technology, and Logistics. There he directed the Department's congressional relations efforts in all areas of acquisition and technology, as well as procurement policy, industrial security, international programs, military installations, and environmental policy. He was twice assigned to the Department of the Navy's Office of Legislative Affairs, first as Legislative Counsel for acquisition, and later as Director of Legislation, where he managed the overall legislative program of the Navy and Marine Corps. He has testified before Congress, and represented the Navy before congressional hearings into the A-12 aircraft program, Seawolf Submarine, and Tailhook, among others. He also served as Special Counsel to the Navy General Counsel, and chief legal officer for various military organizations. He was a Congressional Fellow in the Office of Senator William Cohen (R-ME) and on the staff of the Senate Government Affairs Committee. Mr. Montgomery is a member of the Acquisition Reform Working Group, a coalition of defense and commercial industry associations interested in Federal acquisition and procurement policy issues. Mr. Montgomery is a 1970 graduate of the U.S. Naval Academy and has law degrees from the University of Missouri and Georgetown University. He is a graduate of the Defense Systems Management College, Program Managers Course, and in 1995 was a Senior Executive Fellow at the John F. Kennedy School of Government, Harvard University. He is a member of the bars of Missouri, the District of Columbia, the U.S. Court of Federal Claims, and the U.S. Supreme Court. Mr. Montgomery serves as a director on the boards of several companies that do business with the Federal Government. He is also active with numerous professional and civic organizations; including the National Capital Area Council, Boy Scouts of America, where he serves on the Executive Board. He is a recipient of the BSA's Silver Beaver award for distinguished service to youth.
